"Preparing against the threat of nuclear terrorism"
I returned from Washington, D.C., on Wednesday night. I left for
the United States on Monday for a three-day, one-night stay to
attend the Washington Nuclear Security Summit, which brought
together 47 nations, the United Nations, the International Atomic
Energy Agency (IAEA), and the European Union.
Nuclear terrorism, such as the theft of not only nuclear weapons
but also nuclear materials, construction of "dirty bombs" (bombs
designed to disperse radioactive materials), and obstruction and
destruction of nuclear facilities, transport vessels, and others,
exists as a major threat to the international community requiring
urgent response. The Nuclear Security Summit was held for the first
time in order for the international community to work together as
one to combat this threat.
I gave the keynote speech at the working dinner hosted by President
Barack Obama of the United States.
In the speech, I made four concrete proposals: (1) establish an
integrated support center within this year to contribute to the
strengthening of nuclear security in Asian countries, (2) establish
technologies related to measurement and detection of nuclear
material and nuclear forensics with more precise and accurate
capabilities through cooperation with the United States within
three years and share these technologies with other countries,
(3) contribute human and financial resources to IAEA nuclear
security programs, and (4) host an international conference of the
World Institute for Nuclear Security (WINS) this year in Japan.
The plenary session of the Summit later adopted a communique as
a result of vigorous debate.
Following President Obama's call to secure all vulnerable nuclear
materials around the world within four years, the leaders affirmed
the responsibility of each nation to ensure effective management of
nuclear material and security of nuclear facilities, and agreed
that each nation would work in concert to advance nuclear security.
During my visit to the United States, I held several leaders'
meetings in the wings of the Summit.
During the working dinner, I told President Obama, who was seated
beside me, that Minister for Foreign Affairs Katsuya Okada and US
Ambassador John Roos were conducting negotiations on the issue of
the relocation of Futenma Air Station, and asked for his
cooperation with a view to the sustainable development of the Japan-
US alliance.
With President Hu Jintao of China, I requested the early
commencement of negotiations over the development of natural
resources in the East China Sea so as to also turn the East China
Sea into a Sea of Fraternity, and exchanged other remarks.
With President Dmitry Medvedev of Russia, I communicated that while
Japan intended to cooperate in the modernization of the Russian
economy, I wanted to have full-fledged discussions on the Northern
Territories Issue -- the other one of the two wheels on the same
axle -- by conducting many summit meetings this year, since it was
a political question, and received his agreement.

"Learning innovative measures from the regions"
Water is the source of all life. One sixth of Shiga Prefecture,
which I visited last weekend, is taken up by Japan's largest lake,
Lake Biwa. Lake Biwa supports the lives of 14 million people living
in the Kinki region.
Japan faced pollution problems during the 1960s and the 1970s,
which the government established various regulations to counter.
In addition to these regulations, Shiga Prefecture advanced its own
measures, such as establishing an ordinance on sewage standards
that are stricter than the national standards.
At the Lake Biwa Museum which I visited, Governor Yukiko Kada of
Shiga Prefecture, who was once a senior researcher of the museum,
showed me an exhibition of a private residence from around the
mid-1950s and explained how people dealt with water in their daily
lives at that time.
Levels of nitrogen and phosphorus, which cause eutrophication, are
greatly affected by household sewage. Ahead of the entire country,
Shiga Prefecture established an ordinance in 1979 prohibiting the
sale and use of synthetic detergents containing phosphorus. The
entire prefecture takes part in protecting the environment, as
exemplified by a regulation that requires not only factories and
businesses but individual households as well to install waste water
treatment tanks.
I also met people from organizations involved in environmental
protection in the region. People who utilize rapeseed oil for
cooking at home and for school lunches and, furthermore, recycle
used cooking oil into soap and alternative fuels to diesel oil.
People who educate children on the protection of the water quality
of Lake Biwa by having them experience catching fish by hand.
People who conduct activities to prevent water pollution in order
to bring back Japanese fireflies and basket clams to Lake Biwa.
These are truly examples of resource recycling and environmental
protection in the regions.
I heard opinions requesting an expansion of the individual
household income support for rice producers currently provided by
the government to include wheat, barley, and rapeseed as well as
funding support to smooth the way for NPO activities, in order to
advance such activities even further. The government is currently
deliberating how the new concept of public service should be and
I would like to advance considerations including the expansion of
tax incentives for donations.
The environment-friendly cruise ship "megumi," on which I toured
Lake Biwa later, uses a fuel which is a mix of used tempura oil
with diesel oil and also incorporates solar panels and a wind power
generator. This ship won the "Ship of the Year 2008" Award,
a commendation presented to ships built in Japan.
The sparkling water surface can be seen right below the ship's
cabin through its glass walls. Activities to improve water quality
will still continue, and that is exactly why I could not help but
think that it is important that all those involved must work
together and keep making the utmost effort.
That day I also observed an integrated pre-school facility
combining a kindergarten and nursery school, and a plant
manufacturing solar panels that have high conversion efficiency,
among other places. It was a fruitful visit and I learned much from
Shiga Prefecture, which is advancing innovative activities in areas
in which Japan should work actively.

No. 24 (March 26, 2010) "A new start"
The fiscal 2010 budget was passed this Wednesday. About six months
on from last September's change of government, the Hatoyama Cabinet
was able to formulate its first full-scale budget and pass it by
the end of the fiscal year. I feel that we are now at the starting
point where we can finally implement the policies we have been
communicating to the public.
Striving for a politics that protects people's lives, we wanted to
support people's lives more than anything else and put their daily
lives first. It was out of this desire that we have placed our
focus in the fiscal 2010 budget particularly on policies for
child-rearing, medical care, employment, and the environment. While
we have managed to prevent the economy from falling into
a double-dip recession, the employment situation remains a severe
one. We will advance projects swiftly so that these policies will
have an effect as soon as possible.
Heeding the people's voice, which urges us not to be hindered by
the fetters of the past and convention but to thoroughly review the
existing budget, and based on the principle of "not spending on
concrete, but on people," we have eliminated public works that have
no clear impact and proactively engaged in investing in people.
We will start a child allowance so that people can give birth to
and raise children with peace of mind. We will also work to
eliminate day-care waiting lists by increasing places at child-care
facilities by about 50,000 a year for the next five years,
utilizing empty classrooms at elementary and junior high schools,
and enhance a variety of child-care services, such as extended
day-care and day-care for sick or recovering children, based on the
Vision on Children and Child-rearing adopted recently by the
Cabinet. Moreover, we will make public high school tuition free and
lessen the burden of tuition at private high schools so that all
high school students can concentrate on their studies without
anxiety, regardless of their family circumstances.
Reviving medical care is also an important issue. We will aim to
improve services at core hospitals of the community, emergency care,
obstetrics, pediatrics, and surgery through the first upward
revision of the remuneration for medical services in ten years and
a thorough review of the way these remunerations are allocated.
In the area of employment, we will drastically shorten the
eligibility criteria for employment insurance, from a prospect of
over six months of employment to over 31 days, in order to relieve
the employment insecurity of people who work. We will also increase
the resources for employment adjustment subsidies by a factor of
more than 10 compared to the amount budgeted for the current fiscal
year with the aim to alleviate the burden of business operators
working hard to maintain employment.
These policies to support people's lives and protect employment,
when executed seamlessly together with the emergency economic
countermeasures that the second supplementary budget passed at the
end of January underpins, will provide a foothold for economic
recovery in the form of the creation of new demand and expansion of
consumption.
Some bills that the government submitted, including those related
to the budget, are still in deliberation. We will thoroughly
discuss these bills at the Diet and aim for their early passage.

Striving for a politics that protects people's lives, we wanted to
support people's lives more than anything else and put their daily
lives first. It was out of this desire that we have placed our
focus in the fiscal 2010 budget particularly on policies for
child-rearing, medical care, employment, and the environment. While
we have managed to prevent the economy from falling into
a double-dip recession, the employment situation remains a severe
one. We will advance projects swiftly so that these policies will
have an effect as soon as possible.
Heeding the people's voice, which urges us not to be hindered by
the fetters of the past and convention but to thoroughly review the
existing budget, and based on the principle of "not spending on
concrete, but on people," we have eliminated public works that have
no clear impact and proactively engaged in investing in people.
We will start a child allowance so that people can give birth to
and raise children with peace of mind. We will also work to
eliminate day-care waiting lists by increasing places at child-care
facilities by about 50,000 a year for the next five years,
utilizing empty classrooms at elementary and junior high schools,
and enhance a variety of child-care services, such as extended
day-care and day-care for sick or recovering children, based on the
Vision on Children and Child-rearing adopted recently by the
Cabinet. Moreover, we will make public high school tuition free and
lessen the burden of tuition at private high schools so that all
high school students can concentrate on their studies without
anxiety, regardless of their family circumstances.
Reviving medical care is also an important issue. We will aim to
improve services at core hospitals of the community, emergency care,
obstetrics, pediatrics, and surgery through the first upward
revision of the remuneration for medical services in ten years and
a thorough review of the way these remunerations are allocated.
In the area of employment, we will drastically shorten the
eligibility criteria for employment insurance, from a prospect of
over six months of employment to over 31 days, in order to relieve
the employment insecurity of people who work. We will also increase
the resources for employment adjustment subsidies by a factor of
more than 10 compared to the amount budgeted for the current fiscal
year with the aim to alleviate the burden of business operators
working hard to maintain employment.
These policies to support people's lives and protect employment,
when executed seamlessly together with the emergency economic
countermeasures that the second supplementary budget passed at the
end of January underpins, will provide a foothold for economic
recovery in the form of the creation of new demand and expansion of
consumption.
Some bills that the government submitted, including those related
to the budget, are still in deliberation. We will thoroughly
discuss these bills at the Diet and aim for their early passage.
